LR266[i-LR266]The Sunday Telegraph publishes a letter today from Graeme Rumbol, Managing Director, Pinzgauer Ltd, headed: You can't beat a Pinzgauer. He tells us,

I write in response to Christopher Booker's article published in The Sunday Telegraph on October 29, 2006 questioning the suitability of an armoured variant of the Pinzgauer all-terrain vehicle which my company is supplying to the British Army. I dispute Mr Booker's assertion that Pinzgauer's Protected Patrol Vehicle offers less protection for troops than Snatch Land Rovers currently used by the Ministry of Defence in Afghanistan. Protection is an extremely sensitive area and while our vehicle has new defensive features, we are unable to talk about them publicly for very obvious security reasons.

The article also failed to recognise the renowned off-road capability of the Pinzgauer, which has not been compromised in our new armoured version, and means it can be driven out of potentially dangerous situations by traversing terrain where other vehicles are unable to go.

Mr Booker stated the price of each Pinzgauer PPV is £487,000. This figure is wrong. The purchase price for our vehicle is less than half the figure quoted by Mr Booker. He seems to have failed to take into account in his calculations that our MoD contract also requires us to supply logistical support, spares, training and other essential support services which are all built into the overall costs.

The Pinzgauer has a superb reputation and, as such, I feel it important to clarify this situation.
We're banged to rights on the price. I simply took the posted contract price from Pinzgauer's website and divided it by the number of vehicles ordered. So we cannot say that near-on half a million pounds is the purchase price – simply what each of the vehicles are going to cost the Army. We stand corrected.

But, while Graeme Rumbol disputes "Mr Booker's assertion that Pinzgauer's Protected Patrol Vehicle offers less protection for troops than Snatch Land Rovers", we note he hides behind a veil of security in order to avoid giving any details. However, despite this reticence, that has not stopped his own company publishing the details in a trade brochure: see above.

link[i-link]However, he can dispute all he likes. The Pinzgauer Vector, as we have indicated here and here is a killer of men, the weakenss confirmed by the specification.

The topmost photograph shows an unarmoured Land Rover which has been hit by a mine. The crew survived, with the energy of the explosion absorbed by the wheel and engine housing.

In a Pinzgauer Vector, the driver sits on top of the wheel, with only thin armour between him and any mine explosion. He would most certainly have been killed by the explosion from which the Land Rover crew walked away.

Interestingly, Mr Graeme Rumbol invited us down to Guildford to see his wonderful Pinzgauers. We agreed to come, as long as he could arrange for us to see a demonstration of him driving a Pinzgauer Vector over a 7 Kg anti-tank mine (half the protection afforded by an RG-31). Strangely, we have not heard back.

Thus, it seems, Mr Rumbol is not prepared to expose himself to the risk he is quite content for soldiers in Afghanistan to face in his product, for which he is being so amply rewarded by the MoD. I wonder why that is.

LR265[i-LR265]According to the MoD, another soldier has been killed in Afghanistan. So far unnamed, he was on a reconnaissance mission in the desert to the south of Garmsir, when his vehicle was involved in an explosion. As well as one fatality, there was one serious injury and two minor injuries.

At this stage, says the MoD, it is too early to say what caused the explosion but there were no Taliban in the vicinity and there was no follow-on contact. The thinking is that it could possibly have been a "legacy mine" left over from one of the earlier wars, which the troops were unfortunate enough to have hit. Lieutenant Colonel Andy Price, of the Royal Marines, suggested that a deliberate attack was unlikely, as the explosion "was in the middle of the desert."

Pinzgauer5-02[i-Pinzgauer5-02]No details have been given by the MoD of the type of vehicle involved. But, with that number of troops involved, it was most likely either a Land Rover or a Pinzgauer (pictured right).

Even if it was an unarmoured Land Rover, though, a mine strike is survivable – evidenced by the remarkable photograph of a Land Rover Wolf (above left), after being hit by an anti-tank mine just north of Basra, in June 2004. In a Pinzgauer, however, the chances of the driver and/or front seat passenger surviving are significantly reduced as they are seated immediately over the wheels and, therefore, take the full brunt of the blast.

In this incident, it seems that the blast caused a loss of control, whence the vehicle crashed, that being responsible for the death. On that basis, the vehicle involved may well have been a Land Rover, possibly a "Snatch", which often carries a crew of four.

LAND+-+Cougar+003[i-LAND+-+Cougar+003]To guarantee survival, though, the troops would have to be equipped with a mine protected vehicle, such as this Cougar (now deployed by the US in Afghanistan), from which the crew emerged unscathed. And which vehicles are being supplied to British troops in Afghanistan, to replace the Land Rovers?

Given that we are talking about the MoD, the answer should be obvious. They are sending out lightly armoured Pinzgauer Vectors. But then, does it really matter if a few more soldiers are killed? Gerald Howarth thinks Pinzgauers are "superb".

link[i-link]...in a bitter sort of way. The picture shows French armoured vehicles in Kabul today, escorting a convoy. The red signboards at the back say, "Please do not overtake the military convoy".

The vehicles themselves are the Véhicule de l'Avant Blindé or VAB ("Armoured Vanguard Vehicle") an armoured personnel carrier manufactured by the Euro Mobilité Division of GIAT Industries of France.

LR200[i-LR200]Under normal circumstances, the picture would be just a curiosity, of interest mainly to military equipment nerds. But what is significant is the contrast with British equipment. In Kabul, to escort our convoys, our troops are given "Snatch" Land Rovers. And they die.

The odd thing is that, the VAB actually entered service in 1976. Around 5000 were produced and, as the photograph shows, it is still doing good service. It is not ideal, not modern, but it does a much better job than any armoured Land Rover can do, or the stupidly expensive Pinzgauer coffins on wheels which will be introduced in the new year.

As we rather sadly remarked earlier, we seem to be going backwards.

Fox%20004[i-Fox%20004]Poor young Tim Mongomerie over at Conservative Home. Having committed his blog to giving a blow-by-blow account of the opinion polls as they happen, he is obliged to report today's Populus poll in The Times. A year into the Boy King’s "triumph" as leader of the Conservative Party – pitted against a discredited and increasingly unpopular Labour government, it shows the Tories with the most slender of leads, cut down to a mere one percent.

In a style redolent of Comical Ali in the dying days of Saddam Hussein's regime, young Mr Tim describes this as a "slightly disappointing change", before going on to bury the news by posting two more stories in quick succession, the latest one headed "Yesterday was a good day for the Conservative Party".

In the manner of one day in the life of Solzhenitsyn's Ivan Denisovitch, I suppose it was a good day, but it can hardly disguise the fact that Cameron's lack-lustre opposition is failing to register. And three of the reasons why are shown in our illustration. Two of them are the shadow defence spokesman, Liam Fox and his (in this case) left hand man, a rather grey looking Gerald Howarth (he of Pinzgauer fame), two men who have consistently failed to set the defence agenda alive.

Browne%20003[i-Browne%20003]For the third reason, look behind the pair. In the frame, you will see empty space. Now look at the picture of Des Browne, opposing Fox in the exchange. Behind him are seated figures. Look at any "grab" of government spokesmen in Parliament and you will always see figures behind them.

Labour has understood that Parliament is its showcase and they quite deliberately pack the benches round their people, in the knowledge that the camera always takes the close view. This is called doughnutting (donutting, you dumb Yanks!) and it conveys an impression of solidarity and togetherness.

After all these years, the Tories still haven't got even that basic tactic right, and that is the fourth reason why they are doing so badly in the polls. In the manner of the Bourbon kings, they have remembered everything but learnt nothing. You can tell them nothing. They know it all already.

That is why they are going down at the next election.

F-35%20034[i-F-35%20034]We've been speculating that the UK might drop it since last January, but the "source code" issue has been going on for years. We first mentioned it on this blog in June 2004.

But now the mighty Times has picked up the issue and has Tony Baldwin from Washington telling us that the project is at risk again, with Lord Drayson on his way over to the capital "in an attempt to save a collaborative deal with the Americans".

This, of course – as you can see from the pic – is yet again the Joint Strike Fighter – described by The Times as "the most expensive military programme in history" at £140 billion. And Britain, we are told, has once again threatened to pull out of its £10 billion purchase "if the US refused to share secret computer technology needed to maintain operational sovereignty over the Armed Forces" – the so-called "source codes" which enable the computer systems to operate.

This was supposed to have been settled in June of this year at the Blair-Bush summit - sort of. But then it went very quiet – never a good sign – and now we are back, it seems, where we started.

However, the deadline of 31 December is looming – when the UK must either sign a Memorandum of Understanding (MoU), committing it to going ahead with the deal or it must pull out altogether. But British officials, we are informed, are telling The Times that, following the Blair-Bush summit, there has been "no breakthrough — or even any sign of one — because the Americans have been preoccupied by Iraq and the mid-term elections".

Complicating the analysis is the delay in the carrier programme and the knowledge that chancellor Brown is seriously short of money, giving rise to rumours that he is set on cancelling a big defence project. Should he be "forced" to pull out of the JSF, that would open the way to a cheaper deal with the French, buying the Rafale, or to cancelling the project altogether.

There is, therefore, a distinct possibility that the UK would be happy that any negotiations should fail. The posturing of "British officials" might simply be attempts to create an alibi, transferring the blame onto the Americans.

As it stands, though, the US does have good reason for not trusting the British completely and, in that context, the situation has not changed dramatically since we reported on it in February of this year.

There is one change though, which could prove significant. The government has not – as I suspected it might – joined the French "Neuron" advanced UCAV programme and has instead funded BAE Systems to begin development of a British system.

That might reassure the Americans that there is less likelihood of there being technology leakage to the French and onwards, although we are still far too close to the French on a number of other projects, where onwards leakage to the Chinese and or the Russians is a distinct possibility.

However, such subtleties are way beyond the capability of the MSM to understand, so you can expect plenty of ill-informed prattle on the issue.

Already, The Times is referring back to its shoddy piece of work on the Europhile Kendall Myers and one now wonders whether his lecture – and the apparently spontaneous appearance of correspondents from two national dailies - wasn't a set-up, aimed specifically at setting the scene for a failure of the JSF negotiations.

How convenient it is to have a low ranking academic working for a Europhile organisation - yet still described as "a senior analyst at the US State Department" - describing our special relationship as "totally one-sided" with no "payback" for Britain at all. When the alternative to the JSF deal is for Britain to go down either the French or the European route (or both), the idea of a Europhile stitch-up, postulated at the time, begins to look highly plausible.

The Times is also quoting an unnamed Ministry of Defence source, saying that, "If we can’t trust the Americans to provide this, then you would have to ask what else we should be doing with them in defence terms." He is cited as saying that a failure on the JSF would also raise questions over the deal under which Britain needs US help to replace its Trident nuclear missile system.

link[i-link]While this might be as reliable as an AP story based on information from Capt. Jamil Hussein, we have the House of Commons Defence committee bleating on the issue, as well as shadow defence spokesman Gerald Howarth (he of Pinzgauer fame - pictured) also demanding unconditional release of the source codes. Thus the government might feel fairly secure about pushing the Americans into a rejection and then walking away with minimal political fallout.

The best bet is – in an issue which is Byzantine in its complexity – that our own government, for its own reasons, is setting up the US. Furthermore, it has been doing so for some time, simply to escape from commitments it cannot afford, without having to admit that this is the case. In other words, quite deliberately, it may be riding for the fall.

Weighing into the debate about British Army equipment today comes Booker again, in his column, with a piece headed: "Our troops will patrol in 'coffins on wheels’".

My%20little%20Pinzy[i-My%20little%20Pinzy]This is about the continuing scandal of the Pinzgauer, named after an Austrian pony and, by one of our forum members, "my little Pinzy". For all the use it is to our troops, it could just as well be a little girl's toy.

Anyhow, at the heart of the disaster gathering round Britain's military presence in Iraq and Afghanistan, writes Booker, is the fact that our Government has in each case sent in an inadequate number of troops, hopelessly ill-equipped to do the job which faced them, Nothing has more cruelly brought this home than the still rising number of soldiers who died because the Ministry of Defence failed to provide them with patrol vehicles properly protected against mines and roadside bombs.

link[i-link]Last week, he tells us, Dutch troops in Afghanistan were supplied with the first of 25 mine-protected Australian Bushmasters, costing £271,000 each. This means that every other NATO contingent, American, Canadian, German, French and Dutch, now has mine-protected vehicles, but not the British, who are still expected to patrol in wholly unsuitable "Snatch" Land Rovers, such as the one destroyed by a suicide bomber in Helmand ten days ago in which a British Marine died, with a second seriously injured.

The MoD says it will soon be equipping our troops with Pinzgauer Vectors. These are known as "coffins on wheels" because they are in some respects even more vulnerable than the Land Rovers; not least because the driver is sitting right over the wheels when a mine strikes, and because the nature of their armour is such as to confine the effects of a blast inside the vehicle, probably killing all inside. Yet each Vector costs £487,000, nearly twice as much as the much-better protected Bushmasters. In other words, we are spending a great deal more money to give our men even less protection.

link[i-link]When our Armed Forces minister Adam Ingram was asked on 18 October by Lib Dem MP Mike Hancock what "risk assessments" had been carried out on the Vector, he refused to answer, merely giving the condescending reply "we do not comment on the details of our vehicles' protection levels". The Tory spokesman Gerald Howarth, on the other hand, is so reluctant to recognise the failings of the Pinzgauer that he is even pictured in an advertisement for them on the makers' website.

With a sense of frustration that we can only share, Booker concludes with the question, "why is this national scandal not on the front pages of every newspaper in the land?" Certainly, it isn't on the front page of his own paper, but that does report separately a story of how hundreds of marines are "penned into base by suicide bomb threat".

This is an entirely preditable response to a development which, it is claimed, marks a shift in Taliban tactics but, as we recently pointed out, was itself entirely predictable.

Nevertheless, we are told that military commanders ordered the "lock down" after receiving intelligence that many bombers plan to attack British troops in two towns in northern Helmand. One senior officer said that some of its fighters were now prepared to turn themselves into "human claymore mines" in a renewed attempt to drive the British from the province.

The two British bases being targeted are in Lashkar Gah, where 300 members of the Royal Marines are based, and the strategic town of Gereshk, on one of the main routes through Helmand, which is being guarded by 60 marines from 42 Commando. Limited patrols around Lashka Gar resumed yesterday only on the specific orders of the base commander, but high risk areas were avoided as was the centre of town.

link[i-link]So desperate are the Marines to strengthen their defences against suicide bombs, they are also deploying their BvS10 "Viking" all terrain vehicles, which were only delivered this year.

At a cost of cost £1 million each - nearly four times the price of the RG-31 or Bushmasters - they are being sold to the Telegraph's gullible Sean Rayment as giving "far greater protection than the infamous 'Snatch' Land Rover," even though the ballistic protection offered is about the same and the vehicle is rated to protect against pathetically meagre 0.5kg charge anti-personnel mines, compared with the 14kg protection offered by both the RG-31 and the Bushmasters.

Once again, therefore, Rayment - a specialist defence correspondent - misses the story and lets the MoD off the hook, while "my little Pinzy" toys pour off the production lines, unremarked by our skilled and diligent hacks.

ITN[i-ITN]News of the moment is that the Ministry of Defence is banning ITN – Britain's biggest commercial news broadcaster – from frontline access to the nation's forces.

This is picked up by The Times and others, retailing an account of how the government "has withdrawn co-operation from ITV News in warzones after accusing it of inaccurate and intrusive reports about the fate of wounded soldiers."

The MoD's director of news, James Clark, has accused ITN of a "hatchet-job", with reporting that relies on "cheap shots all over the place, no context, no reasonable explanation. Like the Daily Star in moving pictures."

The tenor of the reporting is by no means unsympathetic to the MoD and the news of the action has even travelled over the pond to Michelle Malkin, who has her own (very good) reasons for distrusting media coverage of defence issues.

Any indignation, or sympathy for the MoD however, should be tempered with the knowledge that, when it comes to accountability, this ministry is the pits. It is not only one of the most secretive of government departments but is also quick to rely on the "security card" when it wishes to avoid scrutiny of its actions.

What is intensely frustrating though is that, while this story is quick to attract media attention, attempts by MPs to drag vital information out of the ministry are almost completely ignored.

Mike%20Hancock[i-Mike%20Hancock]The latest in this line is Mike Hancock, Lib-Dem MP for Portsmouth South, who has been trying to get to the bottom of the Pinzgauer issue with a Parliamentary Question to the minister asking:

…what risk assessment has been made of the ability of Pinzgauer Vector armoured vehicles to give adequate protection to the driver in the event of running over (a) a mine and (b) an improvised explosive device, with particular reference to the cone of destruction; and if he will make a statement.
In response, an MoD which, apparently in support of its troops, is so quick to squawk about the misbehaviour of the media, suddenly becomes rather reticent. The minister, Adam Ingram, replies:

To safeguard our own and allied troops, we do not comment on the detail of our vehicles' protection levels. However, the need to provide enhanced protection against the threats currently faced in Iraq and Afghanistan, including mines and improvised explosive devices, was a factor in the decision to procure rapidly a suite of protected patrol vehicles, including an additional 106 Pinzgauer Vector vehicles, which would give commanders a range of options dependent on the operational circumstances.
link[i-link]If ever there was a non-answer, that is it. And, if we had a halfway effective media, this would now be a serious issue, not least as we now learn that the Dutch have become the latest of the forces in Afghanistan to acquire mine protected vehicles. Only this week, the first of their $31.7 million purchase of 25 Australian Bushmaster armoured patrol vehicles became operational (pictured). Until recently, they had been borrowing five RG-31 Nyala patrol vehicles from the Canadians.

We now have a situation where German forces in Afghanistan are equipped with Dingo II mine protected vehicles, the French are being equipped with up-armoured VBLs, the Canadians and the US forces have RG-31s and the Dutch have Bushmasters.

link[i-link]Soon, uniquely, the British will have the only major contingent in Afghanistan which is not equipped with mine protected vehicles. Instead, troops are about to be supplied with Pinzgauer Vectors which, in some important respects, actually give less protection than "Snatch" Land Rovers – the vulnerability of which is only too evident.

Of course, this is far too complicated for the British media, which would rather see troops die than get its hands soiled with a little bit of technical detail. Instead, the hacks will wait until after the event, for a quick, cheap story when the bodies are being shipped back to the UK.

For once, though, we actually see an ordinary back-bench MP doing his job, and doing it well, which puts the self-serving preening of the media rather in perspective. This is an industry which gets excited about the fate of soldiers once they are wounded but is careless of whether they live or die in the first place - a rather odd sense of values.

link[i-link]UPDATED: A Royal Marine from 45 Commando has been killed and another seriously injured after yet another suicide attack on a "Snatch" Land Rover in Afghanistan.

They were driving in a military convoy leaving the Afghan national police station at Lashkar Gar, capital of Helmand province, this morning. The marines were airlifted to a military hospital at Camp Bastion, where one later died from his injuries. An MoD spokesman said the dead soldier's next of kin had been contacted.

Ghulam Muhiddin, the spokesman for Helmand's governor, reported that the attacker targeted British soldiers. He said the bomber, who was on foot, also killed a boy and a girl, both under eight. Other reports speak of bodies of civilians, some with arms and legs blown off, scattered around the scene near the town's bazaar.

link[i-link]This is becoming an all too familiar scene and, while better-armoured vehicles do not provide complete protection – witness an incident earlier this month when a Canadian soldier lost his life after an attack on an RG-31 (pictured) – the overall experience is that troops are much more likely to survive, usually uninjured.

Apart from anything else, a "Snatch" Land Rover costs in the order of £60,000 and this – like others before it – is clearly a write-off, while RG-31s suffering similar attacks need only relatively minor repairs.

What is particularly disturbing though is that, while the replacement Pinzgauer "Vector" is no better protected than the Land Rover, already the MoD propaganda machine is moving in to tell the troops what a good piece of kit it is.

kit1[i-kit1]Thus we see in this month's Soldier Magazine a "Boys' Own" puff on the two new additions to the British order of battle, the tame hack gushing that the "meaty Mastiff" and Vector (pictured left) are "destined to make life safer for troops in Iraq and Afghanistan".

The Vector – so soldiers are told – "will address the protection and payload problems of the Snatch Land Rover, making it ideal for Afghanistan." Surpassing the carrying capability of the Snatch, the Vector can carry an additional specialist, such as an interpreter, plus enough water for a ten-hour patrol. The piece adds:

"With Vector we have an improved payload capability, better mobility and improved protection,” said the vehicle’s project manager, Ben Onslow. “It will also have air conditioning, which is important for comfort.” The first of approximately 170 vehicles ordered should be delivered by February – just ten months after Pinzgauer started work on the variant.

Minister for Defence Procurement Lord Drayson told reporters on Salisbury Plain: "The Snatch Land Rover will continue to be an important part of our equipment. But we have identified that we need to give commanders more options. It is vital that we give our soldiers the kit they need. But it is down to the commanders in the field to choose the right tool for the job."
You would expect a tame house magazine to deliver that sort of guff, but it would be nice if the supposedly independent media took time out to tell our soldiers the truth. Unfortunately, it would seem that hacks are more concerned with the threat of external censorship, without realising that self-censorship, ignorance and indifference are probably the greater dangers.

Hit%20rate[i-Hit%20rate]Some time about midday, while I was furiously writing my last post, the counter clocked up our two millionth hit, a singular milestone in the life of any blog – and one I missed. By the time I looked at it, it was recording the figure shown left.

At the beginning of this year, looking at past performance and extrapolating the slow but steady growth in readership, Helen and I estimated that we would reach the one million-mark some time about the end of October. But that was before "Qanagate", an event neither of us could have anticipated.

By that reckoning, that single issue brought us over a million hits, demonstrating the strong public interest in our investigation. It says something of the British media that none of the mainstream news organs have carried it in their main sections and, while various media outlets have been happy to promote some British blogs, references to EU Referendum are noticeably absent in articles which have relevance to the issues we cover.

Nevertheless, two million hits is a happy event. Amongst those who made up the number, it has brought us many new – albeit "virtual" friends and many have stayed on after the "Qanagate" coverage, to become regular readers. To them we extend a special welcome, as well as thanking those that were with us from the start and who have joined us on the way. AS I have written before, without our readers, we would simply be lonely voices, squeaking in the wilderness.

That we need readers is self-evident but more so as we are a campaigning blog – we are not in this for our egos or for the pleasure of seeing the "hit counter" tick over, but to get things done. I would be happy to stop blogging tomorrow if we felt our job was done.

But we are changing things. Although, in the final analysis, it was a team effort which included my good friend Christopher Booker and, latterly, The Sunday Times, we feel that we did make the difference on the "Snatch" Land Rover campaign. I take some pride and comfort in the fact that, when new armoured vehicles finally do reach Iraq, they will save lives and, because of the input of the blog and our readers – as well as the other bloggers who joined in - there will be good people alive who might otherwise have died.

For that reason, we will continue with the Pinzgauer farce, those "coffins on wheels", as we have described them, and with the tolerance and support of our readers (but with little help from the MSM) will keep "banging on" until these death traps are withdrawn and more suitable equipment is put in place.

Perversely, this was not what the blog was set up to do – and not something we anticipated when the EU referendum was first announced in April 2004. But, when the French and Dutch deep-sixed that project, we decided to widen our scope and change our strap, which became, after much discussion: "to discuss issues related to the UK's position in Europe and the world".

We have more or less kept true that that line, although the relationship between an increasing number of our posts and our blog title is becoming more and more tenuous, almost to breaking point. That has been pointed out by some of our readers, and in particular in some very kind and thoughtful e-mails we received in response to my recent post (to which we will reply shortly).

Therefore, Helen and I are thinking hard about where we go – whether to set up a new blog - and many incidental issues, not least whether we can afford to migrate and lose our "brand identity" as EU Referendum. We must also think hard about financing the operation as it is now absorbing so much time that the idea of a "day job" is also becoming rather tenuous. It is only with the support and tolerance of our "employers" that we have managed so far.

That said, which is probably too much, we must thank again our readers past and present, and our forum members – many of which we will continue to vex – and look forward to our next million, either in this or another format, depending on the outcome of our ruminations.

soldiers[i-soldiers]Under the heading, "They deserve more", The Sunday Telegraph today is launching a campaign to "get the Government to reward our soldiers properly".

Central to this campaign is the argument that the government now pays a newly qualified teacher £52.49 per day whereas a private "dodging bullets, bombs and missiles in Afghanistan is paid £39.24p a day for the privilege".

Illustrating just how lame this argument is, the paper is referring to the lowest level of wage, which would be paid to an 18-year-old soldier after 20 weeks of (free) training, a young man who may have no qualifications or experience.

By the time a soldier reaches the age of 21 – the age at which a newly qualified teacher might start – he will be on £54.60 a day (with no student loan repayments), unless of course he has been promoted, whence as a lance-corporal he will be earning £57.10 or, as a Corporal, a minimum of £64.48p. And, of course, certain specialists (such as parachutists) receive additional special pay, currently £4.85 per day.

Add to that a non-contributory pension – which can be carried over to other careers – plus tax-free lump sum after completing 18 years service, and the last problem soldiers have is their pay-scale. It is certainly not, as The Sunday Telegraph claims, a "pathetically inadequate level of pay", and far from being an "outrage".

Snatch%20bombed.0[i-Snatch%20bombed.0]What is an outrage though is their pathetic level of equipment, which Booker addresses in his column. He writes:

When Cpl Mark Wright of 3 Para was killed in Afghanistan on Wednesday, attempting to rescue six comrades who had been badly injured when their patrol vehicle was hit by a mine, this brought to 35 the number of our Armed Forces killed since their new deployment in Helmand. The Ministry of Defence (MoD) has been at pains to conceal the vehicle's identity, but the evidence suggests that yet again it was a Snatch Land Rover.

When Canadian and German patrols were also hit by explosive devices, their occupants escaped largely unscathed because their vehicles, an RG-31 and a Dingo, are designed to be "mine protected". This underlined the MoD's scarcely believable folly in sending our troops into action in Afghanistan and Iraq in unprotected vehicles, with the wholly predictable result that more than 30 have now died.

The MoD seeks to reassure us that it will soon be sending 100 Pinzgauer patrol vehicles to Afghanistan, costing £487,000 each. What they do not admit is that these "coffins on wheels", as they are known, offer less mine protection than the £60,000 Land Rovers. Meanwhile the RG-31s used by our allies, costing just £320,000, have saved scores of lives. Not the least forgivable aspect is how the MoD uses spin and deceit to conceal its incompetence.
Put it to the average soldier to whether they would prefer a wage rise, or decent kit that might keep them alive, and I have no doubt where their choice would lie.

So what is it with these gormless hacks that they so consistently grab the wrong end of the stick?

A German Dingo mine protected vehicle[i-A German Dingo mine protected vehicle]Via The Times, agencies and others, we learn with great regret that the Army lost three more soldiers in Afghanistan yesterday, with 11 other troops injured.

Particularly distressing was the death of one of the soldiers after his vehicle hit a land mine, with five other troops also seriously injured. Another soldier received minor injuries.

The incident took place in the north of Helmand province, and occurred after the soldiers' patrol strayed into an unmarked minefield. There was no contact with the Taleban.

Very few news reports mention a vehicle, however, and the MoD have not disclosed the type. The likelihood is that it was a "Snatch" Land Rover. From the number involved and the fact this vehicle is the most widely-used patrol vehicle, the odds point very much towards this.

Another soldier of the three who died today one of the crew who was ambushed by a suicide bomber last Friday – an attack that had already left one soldier dead.

Yet, German forces have recently been subject to an attack by a suicide bomber while one of their patrols also hit a mine. Riding in mine-protected Dingos, however, both crews survived with only very minor injuries.

In May, a Canadian vehicle also ran over a mine after it had been sent to aid a resupply convoy that experienced a breakdown of one of its vehicles.

A Canadian RG-31 Nyala[i-A Canadian RG-31 Nyala]Fortunately, the vehicle was an RG-31 Nyala. Although the crew was briefly hospitalised after the incident, Brig. Gen. David Fraser, commander of the Canadian contingent in Afghanistan, was reported to be smiling as he left the hospital after visiting the soldiers.

For the British yesterday, there were no smiles. Yet the tragedy of the mine and suicide bomb incidents is that the deaths and serious injuries were almost certainly preventable. Unlike the other nations providing major force numbers in Afghanistan, though, British soldiers have no mine protected vehicles for carrying out patrols. Had they been German or Canadian, their odds of survival would have been that much higher.

And the only thing on the horizon for the troops are lightly armoured Pinzgauer trucks, which provide no mine protection either.

When the hell is the MoD going to do something about these unnecessary deaths?

letters[i-letters]A crop of letters in the Telegraph today (double-click to enlarge), under the heading, "Armed Forces deaths are the result of a lack of equipment", attests to the fact that the this blog is by no means alone in its view of the MoD's procurement performance – not that we ever thought we were.

But a recurrent theme in the debate is the issue of "underfunding". For instance, Telegraph correspondent James Heitz Jackson of London sees a direct correlation between the overstretch and underfunding imposed on our armed forces and the deaths of service personnel.

This is a charge made by former soldier Michael Moriarty in the "comment is free" section of the Guardian last week. Moriarty actually claims that soldiers are paying with their lives for the MoD’s incompetence, declaring that, "escalating commitments, budget squeezes and big equipment programmes have left Britain's forces fatally overstretched". He argues that:

Iraq and Afghanistan are stretching our forces - the army in particular - beyond the limits of the assumptions on which their funding is based. This situation has arisen through a combination of the government's enthusiasm for use of the armed forces to support its foreign-policy aims and the failure of defence chiefs to adequately highlight the limitations of military force and to demand that the government properly resource its military ambitions. There is a real risk that the armed forces could fail in their politically appointed tasks, with terrible long-term consequences for both them and Britain's world standing.
Des Browne, defence secretary[i-Des Browne, defence secretary]This has had defence secretary Des Browne rushing to the ramparts with what he thinks is a rebuttal, denying that British troops are ill-equipped and that the defence budget is insufficient.

At the heart of Bowne's rebuttal is his claim that the Afghan operation is fully funded from the Special Reserve and, therefore, the defence budget is not threatened by operational costs. Furthermore, he claims, the annual defence budget has risen by five billion pounds over the last five years - well in excess of inflation.

One has to say that this sort of charge and counter-charge gets us nowhere. It is little more that the "yah-boo-sucks" type of exchange that you can get any day in any school playground, lacking as it does any detail upon which to chew.

The Eurofighter - white elephant extraordinaire[i-The Eurofighter - white elephant extraordinaire]Actually, both are wrong and both are right – and neither has got to the key point. Yes, the defence budget has increased, and yes British forces are underfunded. And the reason both are right is that the money is going on useless projects like the Eurofighter, the Type 45 Destroyers and the Storm Shadow (the million pound bomb) – none of which are any use to the troops committed in either Iraq or Afghanistan.

But there is another all-important issue which neither of the proponents seem to have recognised. That is the value for money issue, which must also be assessed with regard to the tactical need.

Taking the second point first, outside a very narrow group of military specialists, there is very little debate as to what precisely is the right type and mix of equipment needed for counter-insurgency operations. Yet this issue is too important to be left to the specialists and – especially – the military establishment, which has a glorious and virtually unbroken record for getting it wrong.

Red coats and muskets - left to the military establishment, one somethimes thinks, these would still be frontline equipment[i-Red coats and muskets - left to the military establishment, one somethimes thinks, these would still be frontline equipment]Whether it was the introduction of the rifle in the Napoleonic wars – which was strenuously resisted – the change from red tunics to khaki in the Boer War, and the tardy issue of machine guns, or failure to develop a suitable tank (or armoured personnel carrier) during the Second World War, the record is dismal.

One of the current, most vibrant arguments at the moment is the role of armour in counter-insurgency, one that came to the fore in the battle for Fallujah (see here and here), which has had the US military reappraising the role of Main Battle Tanks (MBTs) and committing to a major programme of upgrading their Abrams fleet to improve its survivability in urban warfare.

Similar thinking is influencing the Israeli military. Before the Lebanon war, it was a given that the IDF would halt production of the latest mark of its Merkava MBT.

A Merkava Mk 3[i-A Merkava Mk 3]The view now – according to DefenseNews - is that the tank acquitted itself well in the recent fighting, not only in its primary role but in support missions such as escorting infantry, delivering supplies and even extracting battlefield casualties. The tank, therefore, is expected to evolve into a multi-purpose vehicle and its continued production looks assured.

Not only is the tank version undergoing a transformation, however, the Israelis are funding a project to develop the Merkava chassis into a dedicated armoured personnel carrier, called the Namera, building on their experiences with the Puma and its limitations.

All this is happening though at a time when the British Army is undergoing a major transformation, cutting back on its heavy armour and planning to replace much of its capability with medium-weight, wheeled armour, under the aegis of the £14 billion FRES programme, all to fit in with the EU concept of the European Rapid Reaction Force.

One can only marvel at the thought that the two armies which are most actively engaged at the sharp end with so-called "asymmetric warfare", in deadly counter-insurgency campaigns are opting for more and heavier armour while the British military establishment, imbued with the ethos of European integration, is going the other way.

A Namera APC[i-A Namera APC]But, if the choice of equipment is suspect, what about the costs? One of the main disadvantages of the Israeli Namera, we are told, is the cost – at a cool $750,000 each. But that, in sterling, is £398,631 (at current exchange rates) yet this compares with £437,000 each for lightly armoured Pinzgauer trucks.

No one is saying that the Namera would be the most appropriate equipment for the British Army in Afghanistan – although I suspect that some commanders would not turn them away if they were offered them – but surely the MoD can do better than spend nearly half a million for a truck that offers little if any better protection than that afforded by a "Snatch" Land Rover.

Then, as we have reported before, while there is a crying need for tactical helicopters in both Iraq and Afghanistan, the MoD is committed to buying the " future Lynx" at an average cost of £14.2 million each, which means that they cannot be brought into service until 2014. Yet, the US Army is quite content with the well-proven Kiowa variant, at less than £2.3 million each.

The 'Panther' - at £417,000, more expensive than the Namera[i-The 'Panther' - at £417,000, more expensive than the Namera]All this and much more (such as the near £200 million on 400 useless Panthers – which cannot be used in Iraq - see also here) suggests that, not only is the MoD buying the wrong equipment, it is also paying far too much for what it does buy – the worst of all possible worlds. It also suggests that the problem is much more complex than the simple issue of "underfunding".

On the one hand, we have committed far too much on equipment that is of no use for the current campaigns and, on the other, much of what we do buy for the respective theatres is either overly expensive, under-performing or too late – or any combination of the three.

Echoing Booker's lament in his column last week: "Oh, for a properly clued-up media and an Opposition worthy of the name," we urgently need a properly informed debate both in Parliament and in the media.

Steve Bell in The Guardian[i-Steve Bell in The Guardian]We have no great hopes of the former and, as for the latter, even if there were journalists around who were capable of understanding the issues, the likelihood is that they would not be allowed to write even half-way detailed stories (as we found to our cost here). Their editors, wedded to their dumbed-down diet of political soap operas and Diana-esq, human interest stories, can rise to the occasional cheap quickie - after the event – (or the occasional cartoon) but would judge detailed analyis too "boring" for their precious readers.

Thus is the public condemned to ignorance and, as we keep pointing out, the consequences are all too evident. Ironically, during the early '80s, when the killer disease AIDS made its appearance, the Department of Health advertising slogan – to increase awareness – was "don't die of ignorance". Decades later, this looks to be the fate of many of our soldiers. The horrible reality, though, is that it will not be their ignorance which does for them – but ours.

We did it on 3 July, barring a key bit of information that we had to tease out of the MoD through a Parliamentary question. This the Scotland on Sunday picked last week and we followed through last Friday.

Now, today – two months after we broke the original story - the Mail on Sunday has finally run it. Yet, at the end of the same month that we first ran it, little Shane Richmond, Telegraph web news editor, was happily pushing out an inane comment from Malcolm Gladwell, the author and New Yorker journalist, that blogs are "derivative".

Yet again this illustrates that sections of the MSM are so far up their own backsides that they haven't even begun to realise that, increasingly, blogs are running the agenda on certain issues. They are ahead of the curve.

As for the MoS, typically, it has gone for the cheap, sensationalist angle and has missed key parts of the story. That makes it just another space-filler rather than a contribution to the debate about the inadequacies of the MoD, which would have moved the issue forward.

RG31%20Canada%204.0[i-RG31%20Canada%204.0]Not least, it parrots uncritically the MoD line that the Mambas were "too heavy", without stating why - and that they "were not designed as a patrol vehicle". Yet, that is precisely what they were designed for, a task - even as we write - at which, in the form of the RG-31, they are excelling in Canadian hands in Afghanistan.

It then mentions that, last month, the MoD "revealed" that the Army is to get 300 new, "tougher" armoured vehicles for use in Iraq and Afghanistan - failing, of course, to note that 100-plus of these are the useless Pinzgauer coffins on wheels. This, incidentally, is from Whitehall correspondent, Jason Lewis, who should have been aware of what was happening. When the butcher's bill comes in, you can bet the MSM will be waxing indignant but now, when there is an opportunity to do something and actually save lives - they are silent.

And, although all the information for the MoS piece came directly from the exertions of this blog – they even used the same photographs – was there any mention of EU Referendum? I'll give you three guesses.

The 6x6 Cougar destined for the Army in Iraq[i-The 6x6 Cougar destined for the Army in Iraq]It is a reflection of how deeply ingrained is my distrust for government that the last place I would think of looking for information on the armed forces is the MoD website – especially since it was "improved", whence most of the archives have rather conveniently gone missing.

Anyhow, one of our readers pointed me in that direction and, lo and behold, we have a picture of the new armoured vehicle which the MoD is purchasing for our troops in Iraq. The photograph, supplied by Force Protection Inc, is of a 6x6 Cougar variant and, from the colour scheme, it is definitely one of the batch originally destined for the Iraqi Army, known as the Iraqi Light Armoured Vehicle (ILAV).

Just what the Iraqi Army feels about the MoD jumping the queue has not been recorded but it is more than a little rum that, at a time when the Iraqis are being asked to assume greater responsibility for internal security, the British step in and swipe their vehicles from them, leaving the people who are most at risk to ride around in unprotected or lightly armoured vehicles.

If there is a comedic aspect to this, it is Lord Drayson, the defence procurement minister, who having told us of the RG-31, as recently as 29 June, that "we judged the size and mobility of the vehicle not to be appropriate to the needs of our Armed Forces today", is now buying something a foot wider and higher, and nearly four feet longer. Incredibly, it is nearly ten feet longer than the Snatch Land Rover and three feet wider and taller.

Bought primarily for its cross-country performance – which is superb – the MoD is calling this a "Protected Patrol Vehicle". With its slab sides and lack of window in the troop compartment, it is hard to believe the MoD is serious about this being used for patrols. The soldiers inside will be sightless passengers, guarded only by an unfortunate soldier (or two) with his head stuck out the roof as "top cover", terrified that the vehicle will overturn (as top-heavy, cross-country vehicles are prone to), crushing him to death.

The vehicle, as we have observed before (here and here) offers no protection against anti-tank mines, which are available in abundance in Afghanistan – a fact to which the Germans and the Canadians will attest. The latter, having recently lost four men travelling in a lightly armoured G-Wagon (the Mercedes equivalent to the Land Rover) are now counting their good fortune that the next mine strike hit troops driving in an RG-31.

While there is some considerable debate about the benefits of mine protected vehicles in dealing with IEDs – which plague the coalition forces in Iraq - the situation in Afghanistan is different. In Iraq, most of the roads have metalled surfaces – which is why the insurgents resort to roadside bombs - but, in Afghanistan, huge areas are accessible only by unmade roads, which favour the use of mines.

Perhaps millions of mines are left over from the Soviet era and the accounts of the Red Army experience during their occupation show that most of their casualties came from mine strikes. In putting these Pinzgauers into Afghanistan, the MoD are out of their tiny minds… they are criminally insane.

Chinooks - the optimal [i-Chinooks - the optimal ]As opposed to mine protected vehicles, however, often the most appropriate way of protecting troops is to use helicopters. There, of course, we bump up against reality – the cupboard is bare.

Here though, is an interesting reflection for a site named "EU Referendum". Something that has haunted me from my days in the European Union Parliament is the cohorts of preening MEPs, each of whom cost the British taxpayer £1.2 million a year. Many would tell me how vital their roles were, in increasing British influence in the EU.

When it comes down to real influence, however, in the real world this turns out to have more to do with how many helicopters the British can field. With 78 British MEPs at present, costing us over £90 million a year, that is the price of five Chinook helicopters a year with change left over. Somehow, I suspect – given a choice – most people would opt for the Chinooks.

Similarly, for the £11 billion a year we pay in "contributions" to the EU each year – nearly twice our annual defence procurement budget – I suspect we could buy a great deal more influence if we spent it on "toys" – provided, of course, we did not fritter it away on the European Rapid Reaction Force, and spent it on kit that was actually fit for purpose.

The 'enhanced' Pinzgauer[i-The 'enhanced' Pinzgauer]The secretary of state for defence today confirmed the MoD's intention to supply troops in Afghanistan with Pizgauer Vector armoured vehicles, which we have already dubbed "coffins on wheels".

It says something for this issue that the only previous media coverage was an uncritical piece in the Sunday Telegraph which neglected to point out that this vehicle offers virtually no protection to mines – in what is one of the most heavily mined countries in the world.

The unarmoured Pinzgauer[i-The unarmoured Pinzgauer]In our view, it is criminal negligence to purchase a vehicle, the design of which puts the driver over the front wheel. And, while the danger is not immediately obvious from the pictures of the armoured vehicle, a view of the unarmoured vehicle, kitted out as a gun truck, demonstrates the point with clarity.

Cone of destruction from a mine blast[i-Cone of destruction from a mine blast]Should the vehicle run over a mine, the driver is positioned right in the centre of what is called the "cone of destruction", an illustration of which we have taken from a technical manual on mine protection. A photograph of the type of damage caused shows quite how vulnerable drivers are. Furthermore, what applies to mines also applies to a greater or lesser extent to IEDs.

mine%20damage[i-mine%20damage]What is utterly amazing is that, while the MoD have conceded the point in Iraq, with its decision to buy Cougars, it is still pursuing the Pinzgauer option for Afghanistan. Yet, while the Cougars cost £258,000 each, the Pinzgauers cost £437,000. They are not only coffins, but very expensive coffins.

Interestingly, last Friday, the Telegraph ran a piece on the government's intention to enable the prosecution of companies for manslaughter if they are suspected of causing a death through management failings. A new offence would apply to corporations, including public bodies, and introduce unlimited fines.

In our view, if or, as is more likely, when troops die in a Pinzgauer as a result of a mine explosion, "corporate manslaughter" provisions should be applied to MoD for procuring such a dangerous vehicle. But second in line should be the media who have the power to raise such issues but who seem to prefer expending their energies prattling about bagpipes.

Gerald Howarth - shadow procurement minister[i-Gerald Howarth - shadow procurement minister]On the back of oral evidence given yesterday by secretary of state for defence, Des Browne, to the House of Commons defence committee, the Conservative Party has waded into the battle of the Land Rovers, calling for improved armour for British troops.

This is in the form of a press release issued by the shadow minister for procurement, Gerald Howarth, on the back of the evidence given by Browne. The secretary of state has at last admitted that our Armed Forces need a level of armour between the heavily armoured Warrior and the lightly armoured Land Rover. Gerald Howarth says:

Des Browne's admission that there is a capability gap in the armour available to our troops on deployment in Iraq and Afghanistan raises serious questions about the Government's commitment to ensuring Britain's Forces have the best equipment. They have failed to provide the Armed Forces with a medium capability between the heavily armoured Warriors and the lightly armoured, but more agile, Land Rovers to allow them to carry out the full range of tasks in Iraq and Afghanistan.
But Howarth's release also offers interesting insight into the total disarray into which land forces procurement has descended. He reminds us that it was always the MoD's intention to have a medium, wheeled armoured vehicle to fill the gap between the Land Rover and the Warrior which, originally, rested on another of those ill-fated European co-operative projects.

The tri-nation Boxer MRAV[i-The tri-nation Boxer MRAV]This was the Boxer Multi-role Armoured Vehicle (MRAV), originally an Anglo-German project signed in 1999 and joined by the Netherlands in 2001. But, in July 2003, Britain pulled out after it was realised that the new vehicle, at 31 tons, was too heavy to be transported by the RAF's fleet of C-130 transport aircraft.

Not only did we lose £48 million in the process (a conservative estimate) – this also set back the re-equipment plans, which became subsumed into the Future Rapid Effects System Programme. However, the need for a medium vehicle remained, which was why FRES was originally given an early in-service date of 2009. This was later pushed back to 2010 and, yesterday, David Gould, chief executive of the Defence Procurement Agency, confirmed to the defence committee that the main procurement for FRES had not begun and that there was no in-service date.

With nothing on the immediate horizon, therefore, the Conservatives are demanding that that the government looks to "interim measures which will give commanders in the field a greater range of options, better protected than the Land Rover but more manoeuvrable than the Warrior". Howarth adds:

While we all accept that there needs to be a range of options available to our commanders on the ground, ranging from air transport to foot patrols, it is now clear that there is a shortfall in the range of armour available. It is imperative that the Government re-examine all the options to ensure that our Armed Forces have the best possible equipment to carry out the difficult job which we ask of them.
A Canadian RG-31 on patrol in Afghanistan[i-A Canadian RG-31 on patrol in Afghanistan]The problem for the MoD and defence planners is none of the platforms being considered for FRES are really suitable for counter-insurgency operations and, while the RG-31 is undoubtedly an improvement on existing vehicles, it is optimised for mine protection and itself can only be regarded as an interim solution. Anything produced will be, as Howarth readily concedes, a compromise but, so far, the MoD is showing no signs of addressing the issue.

This, therefore, has much greater resonance than just defence policy. It is yet another example of the dismal incompetence of the Labour government, the defects of which only now, after nine years in power, are becoming all too apparent.

Incidentally, confirming assertions made on this blog, Des Browne stated in his evidence that the Pinzgauer Vector which enters service in 2007 does not provide much greater protection than the Snatch Land Rover currently in use and also stated that the Panther vehicle, which also enters service in 2007 will not meet the armoured patrol vehicle role required.
